Bulgarian Far-Right Party Drafts Resolution to Terminate Ukraine Aid and Bilateral Pact

The Bulgarian far-right political party “Revival”  has introduced a draft resolution in the National Assembly seeking to terminate a 10-year bilateral agreement with Ukraine, Novinite reported on April 30.

The initiative was presented by Member of Parliament Petar Petrov, who stated that the draft mandates the Council of Ministers to end the arrangement previously signed by the caretaker government.

Petrov argued that the agreement was concluded by bypassing standard procedures, raising concerns regarding its legitimacy and scope. “The agreement with Ukraine was signed without the approval of the parliament,” Petrov said, adding that the party considers the document problematic due to its long-term timeframe and potential risks to national security.

In addition to targeting the 10-year pact, “Revival” submitted a second draft resolution aimed at blocking financial commitments, Novinite reported. The proposal seeks to withdraw Bulgaria’s consent for state guarantees amounting to €1.2 billion ($1.4 billion), which are connected to an EU-level loan mechanism intended to support Kyiv.

The party argues that the loan’s repayment structure creates uncertain financial exposure for Bulgaria, as reimbursement is reportedly conditional upon future Russian reparations. Linking the proposal to domestic economic pressures such as inflation and an expanding budget deficit, Petrov stated, “We believe that this money should go first and foremost to Bulgarian citizens.”

Both draft resolutions are now slated to enter parliamentary procedure for debate by lawmakers, according to Novinite.

The “Revival” (Vazrazhdane) party is widely regarded as an ultranationalist, far-right political faction known for its fiercely pro-Russian, anti-EU, and anti-NATO stances. The party has repeatedly voted against sending military aid to Kyiv, and its leadership has even faced bans from entering Ukraine while sending delegations to Moscow to meet with Russian leader Vladimir Putin’s United Russia party, Euractiv previously reported.

Although Revival previously capitalized on Bulgaria’s prolonged political crisis to gain traction, its legislative influence has recently plummeted. During the country’s April 2026 snap parliamentary elections, Revival’s support fell to just 4.2% of the popular vote, barely above 4% electoral threshold, according to Ukrainska Pravda.
