Estonia and the Netherlands Sign Strategic Drone Pacts With Ukraine

Ukraine significantly expanded its international defense network on July 7, securing separate drone cooperation pacts with both the Netherlands and Estonia.
Signed on the sidelines of the NATO summit, the bilateral agreements mark a major step forward in allied tech integration, according to UNITED24 Media correspondent.

In May, Zelenskyy stated that nearly 20 countries are interested in such drone arrangements. Another key upcoming milestone is the Ukraine Reconstruction Conference, scheduled to take place in Estonia in January 2027.
The Dutch Prime Minister stated that the pact builds a foundation for structural defense cooperation. This partnership includes the joint production of unmanned aerial vehicles. It also expands wider bilateral defense ties.

According to the Dutch leader, the deal enables both nations to share innovations.
"Our support for Ukraine is delivering results and remains vital. We must not give up and must continue to increase pressure on Russia. This is crucial for Ukraine and for European security," he added.
The second agreement was signed in Ankara by Estonian Prime Minister Kristen Michal and Zelenskyy. The specific contents of the document remain private. However, Michal explained that the deal allows Estonian firms to start drone production using Ukrainian expertise.

"Briefly speaking, the drone agreement means for Estonia that Ukrainian skills and intellectual knowledge, which are currently the best in the world and are developing very quickly due to Russia’s full-scale invasion of Ukraine, will become available to our companies. For our companies, this means that production can be brought to Estonia. Ukraine concludes such agreements only with the closest countries to it," Michal said.
The agreement also creates a framework for Estonia to buy products from Ukrainian defense firms in the future. "It contains a clause stating that we intend to do this. Of course, specific decisions are always made during defense planning, and we have not yet agreed on specific financial indicators," Michal added.
Latvia signed its own drone agreement earlier in June. Zelenskyy visited Tallinn during that period, but the Estonian deal faced delays due to technical discussions. Michal noted that taking on specific financial commitments would require approval from the Estonian parliament. The current goal centers on transferring production and accessing modern technology.

The framework ensures that newly developed drones currently undergoing testing may become available to Estonia. Estonian business owners will also be able to manufacture these systems alongside Ukrainian specialists. Michal emphasized that access to validated intellectual property remains the most valuable element.
"That is, knowing how something works, what can be done, how it can be done, and what has been tested. Access to this and the cooperation of our entrepreneurs are the relations of trusted partners. There are certain conditions for how this works, and now Estonian entrepreneurs have the opportunity for this," he said.
The leaders also coordinated details for the upcoming Ukraine Reconstruction Conference. Additionally, Estonian Defense Minister Hanno Pevkur confirmed that the agreement establishes annual procurement targets. "We have more or less determined the quantities that we can buy from Ukraine per year," Pevkur said.

"We will get access to various Ukrainian combat systems and receive support from them to strengthen our air defense. Our companies that already cooperate with Ukraine will have the opportunity to get export licenses from Ukraine to start production in Estonia as well," Pevkur added.
In a defense deal announced on April 16, 2026, the Netherlands invested €248 million ($293 million) to jointly produce combat drones with Ukraine, securing a steady military supply line while directly integrating Ukrainian battlefield innovations into the European defense sector.
