EU Eyes Satellite Surveillance System for Future Ukraine Ceasefire Monitoring

The European Union is preparing to use its Satellite Center to monitor a potential ceasefire in Ukraine as part of a future security package.

EU High Representative for Foreign Affairs and Security Policy Kaja Kallas announced the proposal following a security council meeting in Brussels on May 12, according to European Pravda.

The initiative is part of broader efforts to establish security guarantees for Ukraine once Russia’s full-scale invasion reaches a pause or a peace agreement. Kallas explained that the EU is working on ways to support stability on the ground through advanced technology.

"We are advancing our work on EU security guarantees for Ukraine when there is a truce. This includes strengthening the EU Satellite Center so that it can also provide support for monitoring the ceasefire," Kallas said.

Beyond monitoring the front lines, the satellite network would serve other strategic purposes. The EU plans to use these space assets to track activities that undermine international restrictions on Moscow. Kallas noted that European satellites could "track Russia’s shadow fleet and help prevent the circumvention of sanctions."

The security discussions also covered direct military support and infrastructure. European ministers talked about upgrading two specific training centers used for instructing Ukrainian soldiers. Kallas expressed gratitude to the member states that have already provided the necessary funding for these facilities.

On May 11, 2026, EU High Representative Kaja Kallas stated that all six negotiation clusters for Ukraine’s accession to the European Union could be opened by the summer.

She emphasized that Ukraine had made significant progress in its reforms despite the difficult circumstances of Russia’s full-scale invasion of Ukraine. Kallas noted that advancing the membership process was an investment in European security and served as a clear signal that the EU prioritized Ukraine's European future over Russia's attempts at its destruction.
