EU Prepares Extra €8.35 Billion for Ukraine Under Strict New Reform Roadmap

The European Commission has confirmed plans to provide Ukraine with an additional €8.35 billion ($9.1 billion) in 2026 through the Ukraine Facility mechanism.

The long-term European Union financial support program will release these funds only after Kyiv completes 27 new reform milestones included in its updated plan, as reported by Deutsche Welle.

European Commission spokesperson Guillaume Mercier announced the allocation during a press briefing in Brussels on July 28.

He explained that EU officials prepared the updated Ukraine Plan together with the Ukrainian government, incorporating the Ukraine Support Loan mechanism, which provides funding generated from the revenues of frozen Russian assets.

The European Commission has evaluated the updated plan and submitted it to the Council of the European Union, which is currently finalizing the approval process.

While European officials have not set a specific date for the first payout, Mercier noted that funding requests under the Ukraine Facility are submitted every three months, meaning the next request from Kyiv can be expected soon.

On July 15, 2026, the European Union released a new installment of military assistance worth €1 billion ($1.14 billion) to Ukraine for the purchase of drones under the Support for Ukraine Loan for 2026–2027.

European Commission President Ursula von der Leyen confirmed during a joint press conference in Kyiv that the EU’s broader €90 billion ($102.91 billion) loan program had become fully operational, with more than a third designated for Ukrainian defense production.
