EU Proposes NATO-Style Mechanism to Counter Russian Sabotage and Hybrid Threats

European Commission President Ursula von der Leyen called for the creation of a NATO-inspired mechanism to address escalating hybrid threats, state-sponsored sabotage, and drone incursions across Europe, the Associated Press reported on September 16.
The proposed “counter-hybrid playbook” would allow any single EU member state targeted by non-military aggression to trigger emergency consultations among all bloc members to coordinate a unified response, deterrence, and mitigation strategy.

The initiative follows a sharp increase in hostile operations below the threshold of outright war, including Italian fighter jets intercepting and downing a drone that entered Lithuanian airspace from Belarus, according to the Associated Press.
Since February 2022, European intelligence agencies have documented over 150 Russian-linked hybrid attacks across the continent, ranging from coordinated arson to critical infrastructure sabotage. Rather than deploying intelligence officers, Moscow increasingly recruits “disposable agents” online to execute deniable operations.
Recent documented incidents include a foiled explosive drone plot targeting a Ukrainian Antonov cargo plane at Germany’s Leipzig airport, as well as a network of recruits ordered to carry out arson attacks on warehouses and equipment facilities across Poland, Lithuania, and other EU states.

Highlighting recent acts of arson, airspace surveillance, and cyberattacks reported across Germany, Denmark, and Poland, the Associated Press noted that the EU aims to mirror NATO’s Article 4 consultation process to close defense gaps and deter further covert escalation targeting European infrastructure.
Addressing these vulnerabilities, Germany had recently partnered with Kyiv to tap into Ukrainian expertise on Russian hybrid warfare. Under a new security agreement, Ukrainian specialists will share operational experience in counter-drone defense, counterespionage, and cybercrime, with German police set to train at specialized counter-drone facilities inside Ukraine.
