EU Chief Pledges Strongest-Ever Winter Support and Air Defense for Ukraine

European Commission President Ursula von der Leyen pledged to provide Ukraine with its strongest-ever support package to help the nation navigate the harsh upcoming winter during her annual State of the European Union address to the European Parliament on September 16.

“Together with our partners, we will provide humanitarian aid and strengthen Ukraine’s supply of electricity and heat,” von der Leyen stated, emphasizing the critical need to fortify the country’s decentralized power grid and centralized heating systems against Russian aerial bombardment.

She added that the European Union would also rapidly expand its support for Ukrainian air defenses.

The European Commission president underscored the urgent necessity of accelerating the delivery of American Patriot interceptor missiles to Kyiv. However, she also stressed the strategic importance of curbing the continent’s dependence on single-source military suppliers.

To achieve this, von der Leyen announced that Brussels and Kyiv are collaborating to engineer an “affordable modular missile-defense platform.” A key element of this joint initiative is Project FREYJA, which aims to pair Ukrainian combat experience with European industrial manufacturing to build a sustainable, homegrown air defense network.

Project FREYJA is a pan-European, multi-layered anti-ballistic missile defense initiative designed to create an affordable, open-architecture alternative to interceptor systems, similar to the US Patriot. Initiated by Ukraine and backed by a coalition of ten European nations, the project integrates NATO-standard radars with domestic interceptors to build a decentralized continental shield capable of neutralizing Russian ballistic threats.

Looking beyond immediate battlefield requirements, von der Leyen outlined a wider geopolitical vision by pitching the creation of a “European Security Council.” Under this proposed framework, EU leaders would establish an emergency security protocol to regularly convene with the heads of key partner states—specifically naming Canada, Norway, Ukraine, and the United Kingdom—to address hybrid threats and coordinate continental defense.

EU High Representative Kaja Kallas had recently warned that the rise of far-right political movements, such as Alternative for Germany, threatens to undermine continental defense against Moscow. As Kremlin sabotage and hybrid operations draw closer to EU borders, Kallas cautioned that parties taking a passive stance on Russian aggression are creating dangerous security blind spots across Europe.
