German Police Will Train in Ukraine Against Russian Hybrid Warfare

Germany has reached a new security cooperation agreement with Ukraine aimed at countering Russian hybrid threats, with Ukrainian intelligence and law-enforcement specialists set to share years of practical experience fighting drones, sabotage, espionage and cyberattacks.
The agreement emerged from a visit to Kyiv by Baden-Württemberg Interior Minister Manuel Hagel, Bild reported on September 11.

German authorities are increasingly focused on protecting critical infrastructure from drone incidents and sabotage operations linked to Russia, while also strengthening their ability to detect espionage and cyber activity.
“We finally have to become capable of defending ourselves against such threats,” Hagel said.
Under the new arrangement, Ukrainian security services will transfer practical expertise and operational lessons to relevant authorities in Baden-Württemberg.

The cooperation will focus on three main areas: counterespionage, counter-drone operations and cybercrime.
Regular information exchanges are expected to begin immediately, with practical cooperation between Ukrainian specialists and representatives of the German state starting as early as next week.
A delegation from Ukraine’s National Security and Defense Council is also expected to travel to Stuttgart within the coming weeks as the partnership moves into its next phase.
During his visit to Kyiv, Hagel toured a specialized training facility where Ukrainian experts simulate hostile drone attacks.
German police personnel will train at the site under a separate agreement with Ukraine’s National Police, giving them direct exposure to methods developed in response to years of Russian aerial and hybrid operations.
The arrangement reflects a broader shift in European security thinking.
Previously, Russian Foreign Minister Sergei Lavrov described Germany’s accusations against Moscow over an attempted explosive-drone attack at Leipzig/Halle Airport as the beginning of a “real war,” as relations between Berlin and Moscow deteriorate following the incident.
