Sirens Wail Across Germany in Nationwide Emergency and War Warning Test

Germany tested its nationwide emergency and disaster warning systems on September 10, activating sirens, mobile phones, and broadcast networks across the country to simulate responses to major disasters or the consequences of war, Tagesschau reported on September 10.

At 11:00 a.m., the Federal Office of Civil Protection and Disaster Relief (BBK) initiated the alert. The warning was distributed via smartphone apps, digital display boards, FM and DAB+ radio networks, and cell broadcasts, which push alerts to mobile phones even without a dedicated warning app installed.

German civil defense preparations follow an escalation in Russian hybrid warfare on domestic soil. Berlin has blamed Russia for an August sabotage attempt at Leipzig/Halle Airport involving multiple drones, one carrying explosives that failed to detonate near Ukrainian Antonov aircraft.

The incident halted air traffic and forced an inbound DHL cargo plane to abort its landing, colliding with another suspected drone. Chancellor Friedrich Merz said the attack had been planned in Russia for months and that major damage and casualties were avoided “by pure chance.”

In Germany, the standard warning signal is a one-minute rising and falling siren tone, which was followed by a continuous one-minute all-clear tone at 11:45 a.m. For the first time, cell broadcast technology was also scheduled to issue the all-clear notification, Tagesschau wrote.

Regional implementation varied across the country. In Brandenburg, the Oberspreewald-Lausitz district debuted 157 retrofitted “talking sirens.” Instead of just a standard tone, these systems broadcasted a verbal message: “Attention! This is a warning message. Check the media, such as radio or warning apps.”

According to Tagesschau, in the capital, Berlin activated 363 of its 423 currently installed sirens. Berlin’s modern warning network, which sounded last year for the first time in over 30 years, is planned to expand to 550 sirens by 2027.

Heiner Spannuth, deputy press spokesperson for the Senate Department for the Interior, noted that the capital’s rollout faced delays earlier in the year due to freezing weather and the technical complexities of integrating and individually converting existing hardware into the new system, Tagesschau reported.

A German delegation led by Baden-Württemberg Interior Minister Manuel Hagel was recently forced to shelter in a Kyiv bunker overnight after coming under Russian airstrikes during an official visit. The team was evacuated from their train as air raid sirens sounded across the Ukrainian capital, with a Russian drone later shot down directly overhead.

Following the incident, Hagel stressed the urgent need to “upgrade our security architecture and become defensible at every level against these new threats”.
