IOC Drops Participation Restrictions on Russian Athletes

The International Olympic Committee has removed its recommended restrictions on the participation of Russian athletes in international sports competitions, effectively allowing individual international sports federations to set their own entry conditions.
Announced via an official statement on the organization's website on July 7, this policy shift transfers complete regulatory authority back to individual sporting bodies, ending the unified protective restrictions that previously mandated neutral status vetting for competitors from Russia.

As a result, individual federations can now allow athletes to return using their national symbols and flag, and can consider hosting international tournaments within Russian territory.
While the policy grants immediate autonomy to individual sports governing bodies regarding standard events, the International Olympic Committee has deferred its specific ruling on whether Russian flags, anthems, or national symbols will be permitted at upcoming Olympic Games.
Concurrently, the executive board has provisionally reinstated the Russian Olympic Committee, effectively lifting the blanket ban on staging international sports events in Russia.
Under the new framework, the choice to schedule and organize international tournaments inside the country rests entirely with the leadership of each independent sports federation.

The official framework outlines several conditions tied to this regulatory transition. The Russian Olympic Committee is strictly prohibited from including any regional sports organizations located within territories that fall under the legal jurisdiction of the National Olympic Committee of Ukraine.
Furthermore, all previous recommended guidelines regarding the participation of Russian athletes and teams, alongside associated protective measures, are officially no longer active.
To address integrity concerns across the international sporting community, all returning athletes must fully comply with global anti-doping policies and undergo multiple anti-doping tests prior to competition based on specific sport-related risk profiles.

The executive board maintained that it will not organize any official sports events in Russia under its own direct auspices, nor will it extend official invitations or event credentials to Russian government officials or state representatives.
A final determination regarding the display of national colors, anthems, or identity markers at future Olympic Games will be finalized by the governing body at a later date.
On June 26, the Executive Board of the International Olympic Committee lifted its recommended restrictions on Belarusian athletes, allowing them to compete in international sporting events under their national flag, anthem, and state symbols.
In response, the National Olympic Committee (NOC) of Ukraine strongly condemned the move, highlighting that Belarus continued to support Russia's full-scale invasion of Ukraine, which had already resulted in the destruction of hundreds of Ukrainian sports facilities and the deaths of more than 600 Ukrainian athletes and coaches.
