NATO Chief Mark Rutte Warns Russia Is Testing the Alliance With Hybrid Attacks

NATO is strengthening defenses against drones after repeated incursions along its eastern flank, Secretary General Mark Rutte stated, according to The Guardian on September 29.
Speaking alongside Lithuanian Prime Minister Mindaugas Sinkevičius at NATO headquarters in Brussels, Rutte recalled a drone shot down in Lithuanian airspace by NATO fighter jets two weeks earlier.

The warning comes amid growing concern over Russian hybrid operations against NATO states, including drone incursions, sabotage, cyberattacks, and attacks on critical infrastructure. UNITED24 Media recently detailed how such operations have escalated across Europe while often remaining below the threshold of conventional war.
The Guardian reported that he described the incidents as evidence of the changing security threat facing the alliance.
“The repeated drone incidents along our eastern flank showed the evolving nature of the threat, and we are strengthening our integrated air and missile defense,” Rutte stated. “We are adapting and reinforcing our posture against drones.”

Rutte also accused Russia of continuing hostile activity against NATO members and attempting to weaken allied support for Ukraine, The Guardian wrote.
“Russia continues its reckless campaign of hostile actions against NATO allies,” Rutte stated. “It is trying to weaken our resolve and stop our support for Ukraine. But Russia is failing.”
“It is failing on a battlefield in Ukraine, and it is failing to undermine our unity and support for Ukraine,” he added. “Our message to Moscow is clear: we will do even more for Ukraine and not less.”

The warning follows a series of drone incidents along NATO’s eastern flank that have increased pressure on the alliance to strengthen air and missile defenses against threats reaching member states bordering Russia and Belarus.
Mark Rutte had also recently stated that the alliance deliberately keeps its Article 5 response to such threats ambiguous to prevent Moscow from exploiting fixed red lines.
