Russia Plans Sabotage Operations Across Europe, Ukraine’s HUR Warns

Ukraine’s military intelligence warned that Russian intelligence services are preparing hybrid operations across EU and NATO countries, the Defense Intelligence of Ukraine (HUR) reported on October 2.

HUR stated that Russian services had been instructed to intensify activity in Europe to undermine support for Ukraine and weaken NATO capabilities.

Russia has already intensified hybrid operations across Europe, including sabotage, cyberattacks, disinformation, drone incidents, and attacks on critical infrastructure. UNITED24 Media recently documented a surge in suspected Russian operations across the continent, including cases targeting airports, defense facilities, energy networks, and government systems.

“Russia’s special services have been tasked with intensifying their activities on the territory of European Union and NATO states,” HUR stated. “The plans include hybrid operations aimed at undermining assistance to Ukraine and weakening the Alliance’s capabilities.”

According to Ukrainian intelligence, Moscow intends to rely on agents recruited by the GRU and FSB in Europe, including for potential sabotage operations.

The agency identified military facilities, critical infrastructure, and communications systems among the areas being monitored by Russian intelligence.

“Among the aggressor’s likely targets are Starlink satellite internet receiving stations located in European countries,” HUR stated.

Ukraine’s military intelligence added that it had already informed international partners about the alleged plans.

Latvia previously detained two citizens accused of collecting information on NATO activity, military infrastructure, radar systems, and support for Ukraine on behalf of Russia’s GRU. One suspect allegedly used a private aircraft to photograph the Ādaži military base, while both were also suspected of supporting potential sabotage groups inside Latvia.
