Russian-Occupied Sevastopol Faces Fuel Crisis as Gasoline Prices Surge and Stations Restrict Sales

A fuel shortage and rising gasoline prices have been reported in tempararily occupied Sevastopol since the evening of May 21.
According to Radio Liberty/Radio Free Europe on May 22, the Russian Telegram channels reported a sharp increase in prices, stating that fuel costs “are skyrocketing.”

The channel also published images from ATAN and TES filling stations showing either a lack of certain fuel types or significantly higher prices for available supplies.
Sevastopol’s occupation deputy governor Pavel Ieno said that gasoline sales would be restricted to no more than 20 liters per vehicle or container in order to “prevent artificial panic demand.” He added that there are “certain logistical difficulties, the cause of which, I believe, is known to everyone.”
According to Ieno, AI-92, AI-95, and diesel fuel are still available at some stations, but in limited quantities, with additional deliveries expected by the evening of May 22.

The occupation head of Sevastopol, Mikhail Razvozhayev, also said that authorities are working to stabilize the situation as quickly as possible, according to Radio Liberty.
He noted that ATAN stations still have AI-92 and AI-95 available, though not across all locations, while some TES stations have AI-92 in stock. Deliveries of AI-95 and diesel fuel are expected later in the day, while diesel is currently being distributed via fuel cards, Razvozhayev added.
The development comes as a fire was reported at the Syzran oil refinery in Russia’s Samara region following a suspected drone strike, according to the OSINT community Exilenova+ on May 21.

Local residents said they observed drone activity in the early morning hours, after which images and videos began circulating online showing thick black smoke rising above the facility. Some footage also appeared to capture active flames at the site.
Preliminary information suggests that one of the refinery’s oil-processing units may have ignited as a result of the incident.
The Syzran refinery is operated by Rosneft and has an annual processing capacity of approximately 8.9 million tons of crude oil. It produces gasoline, diesel fuel, aviation kerosene, and bitumen.

The facility supplies fuel to several Russian regions, including Samara, Saratov, and Penza, as well as parts of central Russia. It is also reported to support airfields and military units within Russia’s Central and Southern military districts.
In general, Ukraine has conducted at least 158 attacks on Russian oil refineries since the beginning of Russia’s full-scale invasion.
The analysis indicates that Ukrainian forces have struck 24 of Russia’s 33 largest oil refineries, each of which has an annual processing capacity of more than one million tons of crude oil.
