Russian Steel Tycoon Sells Off Major Shipping Asset Ahead of Azov Maritime Restrictions

Russian steel billionaire Vladimir Lisin has sold off Volga Shipping, a commercial maritime transportation company operating in the Azov Sea, to entities linked to the agricultural logistics group Demetra.
The transaction occurred prior to the implementation of maritime navigation restrictions triggered by Ukrainian drone strikes on commercial vessels in the area, as reported by Reuters on July 20.

Volga Shipping handles over 15 million metric tons of cargo annually, utilizing small bulk carriers to transport grain, coal, and metals along the Volga and Don rivers into the Azov and Black Seas.
Four industry insiders confirmed the involvement of firms affiliated with both Lisin and Demetra, though financial details of the transaction have not been disclosed. Demetra Holding stated that it did not directly purchase the company, with a representative clarifying, "Demetra Holding did not consider purchasing this asset." Neither Volga Shipping nor Lisin’s primary steel manufacturing firm, NLMK, responded to requests for comment.
The transaction unfolds as Russia faces growing disruptions along its primary maritime trade routes. Attacks targeting commercial shipping have forced authorities to restrict movement in key corridors, posing challenges to global supply chains.
Lisin, who controls NLMK, has seen his financial standing shift, falling from third to sixth among Russia's wealthiest individuals due to broader downturns in the domestic steel sector.

Meanwhile, Demetra has consolidated its position in agricultural logistics, managing grain export routes to markets across Asia, Africa, and the Middle East. Corporate records from the second quarter of 2024 indicate that 91% of Volga Shipping was previously owned by Lisin's firm, Rumelco.
Demetra's own ownership structure remains largely opaque following the 2023 exit of state-owned VTB Bank, which sold its 45% stake after five years of asset consolidation. Demetra previously noted in 2023 that a firm backed by Oman’s state investment fund would acquire an equity stake, though the specific entity was not publicly identified.
Commander Robert “Madyar” Brovdi confirmed that Ukrainian drones targeted 15 shadow fleet vessels overnight on July 13, 2026, including tankers, cargo ships, a ferry, and tugboats. Over 50 Russian tankers and cargo vessels concentrated near the Taman Peninsula in the Black Sea after Ukraine’s Unmanned Systems Forces executed an eight-day drone campaign hitting 105 ships, effectively driving most Russian commercial traffic out of the Sea of Azov.
Satellite imagery from July 11 and 12 revealed that the Sea of Azov was left virtually empty of large ships, forcing Russia to reorganize its maritime logistics and gather its remaining fleet offshore in the Black Sea to conduct sea transfers beyond the heavily targeted zone.
