Tanker Bound for Ukraine Struck 20 Miles Off Romania in Suspected Russian Attack

A Liberian-flagged LPG tanker bound for Ukraine was struck in international waters off the Romanian coast, Romanian President Nicușor Dan reported in a post on X on July 21.
An emergency rescue operation was launched, and the entire ship’s crew was safely brought to shore.

The vessel, identified as the Gas Lisbon, was en route from Alexandria, Egypt, to the Ukrainian port of Reni when it was “hit outside the territorial waters of Romania, approximately 20 nautical miles off the Romanian coast,” President Dan wrote.
Shortly after the strike, two specialized vessels from the Romanian Agency for Saving Human Life at Sea deployed to the scene and “evacuated the entire crew, including three injured members,” with Dan confirming that “all were brought safely to shore.”
To mitigate secondary maritime risks, emergency teams sent a tugboat to secure the stricken vessel and ensure it “does not drift and does not pose an additional danger to navigation safety,” the Romanian president added.
State institutions have been placed on high alert as officials work to “clarify the circumstances, causes, and responsibilities related to this serious incident,” which Dan stated is “most likely part of the illegal war of aggression of the Russian Federation against Ukraine.”
The incident comes amid repeated Russian strikes targeting commercial shipping across the Black Sea, following an attack on a foreign merchant vessel near Odesa that killed 10 people, including a Ukrainian harbor pilot, as the grain-laden ship departed port.
