The task was issued to teams from both countries following discussions between Ukrainian President Volodymyr Zelenskyy and Dutch Prime Minister Rob Jetten during a visit to the Netherlands.

The leaders met with representatives from Ukrainian and Dutch defense, energy, and software firms to outline key priorities for economic and technical cooperation.
During the visit, both leaders identified focus areas to strengthen industrial and technological ties between the two nations. These priorities include military manufacturing, energy ventures, satellite technologies, and air defense capabilities amid Russia’s full-scale invasion of Ukraine.

“Our teams have a task to work out a specific project in the field of air defense – Bliksem. We have already started this work. We are bringing our cooperation to a level where being alongside Ukraine means receiving additional industrial, technological, and social positive results,” stated Zelenskyy.
Previously, the Netherlands announced a €500 million ($543 million) military aid package for Ukraine focused on strengthening its air defense capabilities with American-made systems.
This decision made the Netherlands the first NATO member to directly finance US weapons, specifically supplying components and missiles for the Patriot system as part of bilateral support.
Ukrainian President Volodymyr Zelenskyy confirmed that the aid agreement resulted from a conversation with Dutch Prime Minister Dick Schoof following the NATO summit in The Hague, while Dutch Defense Minister Ruben Brekelmans emphasized the urgent need to deliver the air defense equipment amid intensifying Russian strikes.
