Russia Plans Disinformation Operation Using Residents of Temporarily Occupied Oleshky

Ukraine’s Security Service warned that Russia is preparing a series of information operations focused on the temporarily Russian-occupied city of Oleshky in the Kherson region, the SBU reported on October 7.

According to intelligence obtained through counterintelligence work, personnel from one Russian military unit were ordered to prepare a series of interviews with residents of the temporarily occupied city.

Oleshky has faced a severe humanitarian crisis under Russian occupation, with civilians cut off from regular food, medicine, electricity, and transport. UNITED24 Media reported that regular food deliveries had effectively stopped, while minefields, drone attacks, and restrictions on humanitarian access, imposed by the Russian army, left residents facing starvation.

The SBU stated that the videos are intended to portray Ukrainian forces as responsible for shelling and isolating Oleshky, criticize decisions by Ukraine’s military and political leadership, and show residents expressing support for Russian troops.

According to the agency, the information operation is expected to be carried out between October and early November.

The SBU warned Ukrainian media and the public to treat similar “sensational” content critically, avoid relying on Russian or pro-Russian Telegram channels, and refrain from sharing unverified information.

The agency added that it continues to counter information and psychological operations conducted by Russian intelligence services and military units against Ukraine.

Ukraine had previously appealed to the OSCE over the humanitarian crisis in Oleshky, describing conditions under Russian occupation as a “man-made humanitarian disaster.” Foreign Minister Andrii Sybiha called for immediate humanitarian access and stronger international pressure on Russia.
