Azerbaijani National Arrested in Russia’s Stavropol for Preparing "Terror Attack," FSB Claims

In Russia’s Stavropol region, a citizen of Azerbaijan has been detained on suspicion of preparing terrorist attacks, the FSB reported. According to the agency, during interrogation the man stated that he had voluntarily joined the so-called “National Liberation Battalion of Ukraine” and sworn an oath.
A video of the interrogation was released by the FSB’s Public Relations Center, TASS reported on August 8.
It is often alleged that Russian security forces force confessions, and the overly polished, official tone of the man’s statement gives the impression that it was prepared beforehand.
According to the report, the detainee claimed that in 2025 he had come to Stavropol for work, where he allegedly met a representative of “Ukrainian terrorist organizations.”
“To prove my loyalty, I recorded an oath,” he said. In the published footage, the man declared that he had voluntarily joined the battalion and pledged to “fight honestly with all available means.”

According to the FSB, acting on the instructions of his “handlers,” he conducted reconnaissance of government facilities in the Stavropol region, including administrative buildings of security agencies and transport infrastructure in Yessentuki and Stavropol. The man also stated that he had purchased components for a homemade explosive device and hidden them in a sunflower field.
The investigative department of the FSB in the Stavropol region has opened a criminal case under Articles 30 and 205 of the Russian Criminal Code (preparation for a terrorist act).
Earlier, In an interview with Al Arabiya, Azerbaijani President Ilham Aliyev condemned the killing of Azerbaijani citizens in Russia as an “unprecedented act” and referred to the country’s 1920 incorporation into the USSR as an occupation.
