Belarus may be involved in the development of Russia’s “Kedr” missile system, which was used in the attack on Dnipro on November 21. This information was reported by Belarusian Hajun, an open source intelligence (OSINT) project monitoring the military activity of Russian and Belarusian troops on the territory of Belarus.

Several Russian companies were involved in the development of the “Kedr” system, including the Federal Scientific and Production Center "Titan-Barricades" in Volgograd, as reported by Ukraine’s Military Intelligence Directorate (HUR). This company is one of the main recipients of products from the Belarusian heavy vehicle manufacturer Minsk Wheel Tractor Plant (MZKT).

According to reports cited by Hajun, MZKT supplied some 200 railcars of wheeled machinery and components to Russia during the first nine months of 2024, 36 of which were delivered to Volgograd’s “Titan-Barricades.”

The ballistic missile “Oreshnik” that struck Dnipro was likely launched from the Russian “Kedr” system, according to HUR.

Belarus has been a critical ally in Russia’s war on Ukraine, granting Russian forces access to its military bases for training and supplying equipment to the Russian army. In exchange, Russia stationed nuclear weapons in Belarus, violating the nuclear non-proliferation treaty.
