Bloomberg: US, Russia Discuss Ceasefire Giving Moscow Control of Occupied Ukraine

US and Russian negotiators are working on a draft ceasefire agreement that would effectively formalize Moscow’s control over the territories it currently occupies in Ukraine, Bloomberg reported that on August 8.
Citing sources familiar with the talks, the outlet said the arrangement could include a suspension of hostilities while granting Russia de facto authority over the seized regions, without immediate formal recognition by Kyiv.
According to the report, the draft proposal follows back-channel discussions aimed at creating a framework for ending active combat, while leaving contentious political issues for future negotiations.

The plan, which has not been finalized, reportedly envisions security guarantees for Ukraine and limitations on certain military deployments near the line of contact.
Bloomberg’s sources stressed that the negotiations remain fluid, and political leaders in Washington, Moscow, and Kyiv have yet to publicly endorse any binding agreement.
The Kremlin has not commented on the details, while Ukrainian officials have consistently rejected any settlement that allows Russia to retain occupied territory.
Earlier, it was reported that a third round of Ukraine–Russia negotiations took place in Istanbul, addressing ceasefire terms, security guarantees, and humanitarian corridors.
