Canadian Armored Vehicle Manufacturer Roshel Launches Production Facility in Ukraine

Canadian armored vehicle manufacturer Roshel has launched production operations in Ukraine, according to company CEO Roman Shimonov.
The announcement was made during the “Securing Ukraine’s Future” conference, focused on security guarantees and demining, as reported by Ukrinform on May 4.
According to Shimonov, the facility has been operational for the past two months following the completion of the planning stage. Due to security concerns, the exact location of the production site remains undisclosed to avoid making it a potential target for Russian strikes.
Roshel’s decision to expand into Ukraine comes after a cooperation agreement signed in February 2025 with the state-owned enterprise “Ukrainian Defense Industry.”
Under the agreement, one of Ukraine’s defense plants was to receive technical documentation and necessary components for the localized production of Roshel armored vehicles.

The facility is intended to reduce logistical delays, strengthen Ukraine’s defense industry, and ensure the timely maintenance of Roshel vehicles used by the Defense Forces.
“The company has gained access to a highly skilled labor force with the expertise and experience to contribute directly to real-world solutions,” said Shimonov. He noted that this human resource advantage was a key factor in expanding operations within Ukraine.
Previously, maintenance of Roshel’s Senator armored vehicles—based on the Ford F-550 chassis—was carried out at service centers established at select Ukrainian defense industry sites.
Earlier, Roshel and Leonardo unveiled a drone-hunting upgrade for the Senator MRAP used in Ukraine. The vehicle now integrates Leonardo’s Falcon Shield system, offering 360° radar, electro-optical sensors, and electronic warfare tools to counter drones. While the current version lacks kinetic weapons, the modular design allows future integration of guns or cannons.
