Ukrainian drones targeted the Gazprom Neftekhim Salavat plant in Bashkortostan on the morning of September 24, regional governor Radiy Khabirov confirmed on the same day.
“We are assessing the extent of the damage. All emergency services are working at the site, and measures are being taken to extinguish the fire,” Khabirov wrote on Telegram.
According to Astra, residents of Salavat reported hearing several explosions before a thick column of smoke rose over the petrochemical facility.
Located more than 1,500 kilometers from the Ukrainian border, Salavat has now seen two strikes on its petrochemical complex within a week. The previous attack took place on September 18.
“A terrorist attack on Gazprom Neftekhim Salavat. Two fixed-wing drones attacked the enterprise. There were no casualties or injuries. Both passive and active defenses worked, and plant security returned fire. The extent of the damage is being clarified. The fire is being contained, and all emergency services are on site,” regional governor Radiy Khabirov wrote on Telegram.

According to preliminary reports, the strike damaged the ELOU-AVT-4 unit, a key primary oil refining installation.
Gazprom Neftekhim Salavat LLC, a subsidiary of PJSC Gazprom, operates the largest oil refining complex in southern Bashkortostan. The facility handles the full hydrocarbon processing cycle and manufactures over 150 types of products, including gasoline, diesel, fuel oil, bitumen, and polyethylene.
Earlier, Russia’s state-owned oil pipeline operator Transneft cautioned producers that they may be forced to reduce output after a wave of Ukrainian drone strikes on key export terminals and refineries.
