Drone Strikes Halt Gasoline Sales Across Entire Russian Region

The Kuril Islands, part of Russia’s eastern Sakhalin region, have completely stopped gasoline sales due to a growing fuel crisis triggered by a series of drone attacks on refineries, according to a report by The Moscow Times on August 25.

Residents of the Kuril District can no longer buy Ai-92 gasoline, as remaining supplies are reserved for special vehicles, municipal head Konstantin Istomin said. A new shipment is expected to arrive later. Previously, limits of 10 liters per person were in place since August 20.

The crisis follows drone strikes on at least seven major Russian refineries, including Novokuybyshevsky, Syzransky, Volgogradsky, Saratov, and Ryazansky, which have partially or fully halted production.

The Novoshakhtinsky refinery in Rostov region caught fire on the night of August 21, with over 400 personnel and 150 vehicles deployed to fight the blaze, but it remained active, according to The Moscow Times

Around 13% of Russia’s refining capacity—roughly 44 million tons per year—has been paralyzed, sending wholesale gasoline prices to record highs. In response, the Russian government has banned gasoline exports on August 1, but additional domestic supplies are insufficient, and authorities may seek imports from Belarus, The Moscow Times claims.

Previously, it was reported that Ukrainian strikes on Russian oil refineries have disabled a significant share of processing capacity, leaving the country grappling with a gasoline shortage, the Financial Times reported.

Wholesale fuel prices in Russia have hit record highs. On August 20, the cost of A-95 gasoline on the exchange was 55% higher than at the start of the year and 8% higher than in early August.
