Estonia Joins Agreement on Special Tribunal for Russia’s Aggression Against Ukraine

Estonia has officially joined the Enlarged Partial Agreement on the Steering Committee of the Special Tribunal for the Crime of Aggression Against Ukraine.

The Estonian Ministry of Foreign Affairs announced on Monday, March 23, that the country signed the document to confirm its participation in the committee.

The Ministry stated that "with this step, we are moving closer to the creation of a special tribunal and ensuring its full functioning."

The agreement to establish this tribunal was originally signed in June 2025.

The future Special Tribunal is designed to allow investigations into the top leadership of Russia following Russia’s full-scale invasion of Ukraine, including Vladimir Putin.

During a visit to Kyiv in February, Council of Europe Secretary General Alain Berset noted that the start of the tribunal's work depends on the "will of states."

Estonia officially joined the governing board of the Special Tribunal under the Council of Europe, which was being established to investigate the crime of aggression committed by Russia against Ukraine.

Estonian Foreign Minister Margus Tsahkna announced the move on X, emphasizing that Russia’s international crimes could not go unpunished and calling for the tribunal to begin its work without delay.

He affirmed that Estonia was fully ready to contribute to the process, following Ukraine's long-standing advocacy for the tribunal's creation due to the limited ability of other international institutions to prosecute such crimes.
