Estonian Foreign Ministry Expels Russian Diplomat Accused of Destabilizing Legal System

Estonia has declared the first secretary of the Russian Embassy in Tallinn persona non grata, citing actions undermining the country’s constitutional order. The announcement was made by the Estonian Ministry of Foreign Affairs and published by ERR on August 13.

According to the ministry’s statement, the diplomat’s activities were “incompatible with the Vienna Convention on Diplomatic Relations” and violated both Estonian and international law. The Russian Embassy official has been given until August 20 to leave the country.

The ministry specified that the Russian diplomat “directly and actively engaged in subverting Estonia’s constitutional order and legal system, fomenting societal division, and facilitating crimes against the state, including several violations of the sanctions regime.”

“Estonia will not tolerate any attempts to undermine its sovereignty and constitutional system. Such behavior is unacceptable,” the ministry said.

In 2024, Estonia had already expelled Russian diplomat over alleged espionage and interference in domestic affairs, part of a broader regional trend in which Baltic states have reduced Russian diplomatic presence since the start of the war in Ukraine.

Earlier, it was reported that Estonia has begun reinforcing security infrastructure at the Narva border crossing with Russia, as the Police and Border Guard Board strengthens control measures amid growing regional security concerns.
