On October 29, The European Union approved an additional $53 million in funding guarantees to support the joint HEAL Ukraine project between the Ministry of Health of Ukraine and the World Bank.
The announcement was made following the fifth meeting of the Steering Committee of the Ukraine Investment Framework (UIF).
The funding will go toward the reconstruction of hospitals that have been heavily damaged by war or are under increased operational pressure, particularly those treating internally displaced persons (IDPs).
The support will cover all key phases of the project—including feasibility studies, environmental and social impact assessments, design and tender documentation, construction works, technical oversight, and the purchase of modern medical and laboratory equipment.
“The restoration of Ukraine’s healthcare infrastructure is not just a physical task, but a moral responsibility to ensure our citizens can receive care even in the most difficult circumstances,” the Ministry of Health stated.

Hospitals to be included in the initial implementation phase will be selected after final confirmation of the funding is received.
The Committee also discussed potential contributions from the Czechia through NRB as part of the “Renovation and Modernization of Hospitals” program. These funds are expected to support infrastructure upgrades, equipment procurement, and, where necessary, repair work.
As of October 1, 2025, a total of 2,489 facilities across 804 healthcare institutions in Ukraine have been confirmed as damaged or destroyed. Of these, 2,162 sustained partial damage, while 327 were completely destroyed. The most affected regions include Donetsk, Kharkiv, Luhansk, Chernihiv, and Mykolaiv.
The Ministry expressed deep gratitude to international partners for their ongoing support, emphasizing that such assistance is essential for rebuilding vital health services and strengthening the resilience of Ukraine’s medical system during wartime.
