The European Commission has announced $183 million in emergency humanitarian aid for Ukraine and Moldova. Millions of Ukrainians face freezing temperatures without power due to Russia’s ongoing bombardment of energy infrastructure, the European Commission reported on January 29.

The aid includes $173 million for Ukraine to provide shelter, food, cash assistance, psychosocial support, and access to water and healthcare services.

Additionally, $9.5 million will support Moldova in hosting Ukrainian refugees.

In response to the urgent needs, the EU has also ramped up its energy assistance. This week, 447 power generators worth $4.4 million were delivered to restore electricity to critical services in Ukraine. A further 500 generators are being deployed to ensure essential services continue functioning, the European Comission wrote.

Ukraine’s Security Service (SBU) has previously classified Russia’s systematic strikes on Ukraine’s energy infrastructure as crimes against humanity, citing extensive evidence that the attacks are aimed at destroying civilian living conditions.

EU Commissioner for Equality, Preparedness, and Crisis Management, Hadja Lahbib, emphasized the EU’s unwavering solidarity with Ukraine, stating that the aid aims to provide shelter, warmth, and hope to those suffering from the harsh winter conditions.

“As Russia’s full-scale invasion enters its fifth year, millions of Ukrainians are facing temperatures below freezing without power, without heat; cut off from the basic means of survival,” Lahbib stated.

“With €153 million [$183 millions] in new humanitarian aid and an additional 947 generators deployed this month, we want people to have shelter, warmth and hope when they need it most. Our solidarity with Ukraine is not a slogan, it is reliable, sustained humanitarian action driven strictly by needs on the ground,” she continued.

Previously, it was reported that Ukrainian emergency divers carried out a rare and high-risk underwater operation in subzero conditions after a Russian strike damaged critical energy infrastructure in Kyiv.

With temperatures dropping to around minus 15 degrees Celsius, emergency service divers entered icy water and began repair work under extreme conditions. The operation continued for six days, during which the team successfully stopped the water leak, allowing restoration crews to proceed with broader recovery efforts.
