EU Must Back Ukraine Until Just Peace and Victory, Says Defenсe Commissioner

European Commissioner for Defense and Space Andrius Kubilius said the European Union must shift its approach to aiding Kyiv, moving away from the open-ended “as long as it takes” formula toward ensuring Ukraine achieves victory and a just peace.

He made the remarks at the conference “On the Road to the URC (Ukraine Recovery Conference): Security and the Defense Dimension,” held in Rzeszów, Poland, on April 27, according to Suspilne.

Kubilius emphasized the urgent need for a new framework. He declared that the EU’s guiding principle should now be that “we will be with Ukraine until it starts winning and a just peace is achieved.”

According to Suspilne, to reach this goal, Kubilius stressed that both sides need a clear, coordinated strategy. He noted that the Ukrainian government “must provide a clear plan of what they need to win and how much it will cost.”

In return, the financial burden falls on Western allies. “And the EU and all its partners must present how to finance such a plan,” Kubilius said. “Obviously, it will cost more than we have provided so far, but we need to remember that failing to provide such support to Ukraine will cost much more. First of all, for Europe, not just for Ukraine.”

Suspilne wrote that the commissioner pointed out that this is the exact message the URC 2026 conference needs to broadcast to the world, arguing that any strategy for rebuilding the country is meaningless without a concrete European blueprint for achieving a just peace.

Furthermore, Kubilius highlighted a second strategic priority by defining Ukraine’s integration as a vital interest of the European Union. He concluded by noting that the entire post-war reconstruction process will be deeply and inextricably linked to Ukraine gaining full membership in the bloc.

Russia remains a severe threat to European security, and the EU’s recent paradigm shift is a direct response to it. As top NATO Admiral Giuseppe Cavo Dragone recently warned, Moscow’s imperial ambitions extend far beyond the Baltic states, driven by an ultimate goal to reclaim all countries once occupied by the USSR, and the alliance must be ready to defend itself.
