Finnish Customs Investigates Attempt to Smuggle Classified Nuclear Plant Documents to Russia

Finnish Customs is investigating a suspected breach of EU sanctions after nearly 30 boxes of sensitive nuclear-related documents were allegedly discovered en route to Russia, Finnish officials announced on April 17.
"The preliminary investigation has focused on a significant number of archive documents that were attempted to be taken to Russia from a warehouse located in Kymenlaakso," the Economic Crime Investigation Unit said in a statement.
According to the agency, some of the material is considered subject to EU sanctions imposed on Russia.
While authorities declined to name the company involved, they confirmed the suspect is the managing director of a Finnish construction firm connected to the documents. A decision on potential charges will be made once the investigation is complete.

Energy companies Fortum and TVO, which operate Finland’s Loviisa and Olkiluoto nuclear power plants, said their facilities are not linked to the case.
Finland, which shares a 1,340-kilometer border with Russia, has taken a firm stance against Moscow since Russia’s full-scale invasion of Ukraine in 2022. The country joined NATO in 2023 and shut its entire eastern border in December, accusing the Kremlin of using asylum seekers in a hybrid operation.
Earlier, it was reported that Finland’s National Land Survey will begin developing and testing tools to counter Russian GPS jamming in North Karelia in April, according to Helsingin Sanomat on April 15.
