The German government has formally accused Russia of conducting a large-scale cyberattack on the country’s air traffic control system, along with orchestrating a disinformation campaign during recent elections.
In response, the Russian ambassador has been summoned to the German Foreign Ministry.
According to Tagesschau on December 12, German officials allege that Russia has repeatedly targeted the country through acts of sabotage, cyber warfare, and manipulation of public opinion.

A spokesperson for the Foreign Ministry stated that there is credible evidence of Russian interference in the electoral process. While specific details were withheld for security reasons, the spokesperson emphasized that Russia’s aim is to sow division within German society and undermine trust in democratic institutions.
“Russia poses a very real threat to our national security—not only through its aggressive war against Ukraine, but also here on German soil,” the spokesperson said.
Germany strongly condemned Moscow’s actions and confirmed that countermeasures are being implemented.

The cyberattack on the German air traffic control service, which occurred in August 2024, has been attributed to the Russian-linked hacking group Fancy Bear.
In addition, authorities have identified a Russian disinformation operation, dubbed “Storm 1516,” which sought to influence the federal elections and internal affairs of the country.
According to German intelligence services, the campaign utilized various platforms to disseminate AI-generated fake investigations, deepfake image sequences, imitation journalist websites, and fabricated witness testimonies.
Earlier, NATO’s Head of Cyber Operations, Brigadier General Ümit Ersoy, suggested that Russia may be responsible for a wave of damaging cyberattacks against British businesses, as part of the Kremlin’s ongoing hybrid offensive across Europe.
