Germany Delivers Patriot Air Defenses to Ukraine to Counter Russian Missile Threat

Ukraine has received the Patriot air-defense systems pledged by Germany, President Volodymyr Zelenskyy announced on November 2, emphasizing continued cooperation with partners to strengthen the country’s air defenses.
Zelenskyy said that the delivery reinforces Ukraine’s existing Patriot capabilities. “We have strengthened the Patriot component of our Ukrainian air defense,” he noted, thanking Germany and Chancellor Friedrich Merz “for this joint step to protect lives from Russian terror.”
The President explained that preparations for this reinforcement had been underway for some time and that “the agreements have now been fulfilled.” He added that discussions on further expanding Ukraine’s air-defense network continue both between governments and directly with system manufacturers.

President Zelenskyy stated that each enhancement of Ukraine’s air-defense system brings the country closer to ending the war. “Russian air strikes are Putin’s main bet in this war; through terror, he seeks to compensate for his inability to achieve goals on the ground,” he said.
Germany announced its plan to provide Ukraine with additional Patriot systems in early August 2025, committing two batteries from Bundeswehr stocks. The transfer was financed with support from Denmark, Lithuania, and Norway.
Zelenskyy stressed that building a reliable, layered air-defense architecture remains a long-term priority. “Together with our partners, we continue to work on constructing a dependable air-defense system,” he said, adding that these capabilities will eventually “guarantee security not only for Ukraine but also for our partners when needed.”
Earlier, on October 16, German Chancellor Friedrich Merz stated that “Putin miscalculated” in his attempts to intimidate Europe through hybrid warfare, including sabotage and disinformation. Speaking in the Bundestag, Merz pledged continued support for Ukraine and proposed using frozen Russian assets to finance €163 billion in interest-free military loans.
