In the event of a NATO-level conflict, Germany is expected to serve as a logistics hub and transit corridor for allied forces—positioning it as a likely early target for strikes on both military and civilian infrastructure.

According to the report, the current phase focuses on identifying threats, aligning interagency coordination, and strengthening logistical readiness.

Earlier, Germany made the largest single contribution to Ukraine’s Energy Support Fund since its creation, transferring more than $188 million to help repair and restore power infrastructure damaged by Russian attacks.
