La cámara baja rusa aprobó un proyecto de ley para que el servicio militar obligatorio sea continuo, sustituyendo las tradicionales convocatorias de primavera y otoño por un sistema de reclutamiento permanente. La cámara alta ratificó la medida el 29 de octubre, y ahora está a la espera de la firma del presidente ruso, Vladímir Putin. Así lo informó AP News el 28 de octubre.

The change allows enlistment offices to summon men for medical exams, psychological screening and draft-board meetings at any time, though dispatch to units will still occur in two windows—April 1 to July 15 and October 1 to December 31. The State Duma passed the bill in its third and final reading on October 28.

Una nota explicativa del proyecto de ley indica que esta “distribuirá equitativamente la carga de trabajo en los centros de reclutamiento y mejorará la calidad del proceso”, además de limitar la validez de las citaciones electrónicas a 30 días.

Andrei Kartapolov, one of the bill’s authors and chair of the Duma’s defense committee, argued the system would be less disruptive for conscripts.

“They won’t be waiting in fear for spring or summer … they can come throughout the year, undergo all procedures, and get back to their business,” he told RBC, adding the change would end “rush jobs every six months” at enlistment offices.

Independent and pro-Kremlin outlets alike detailed the technical parameters: medical examinations, psychological selection and draft-board sessions will run from January 1 to December 31.

Conscripts will still be sent to service only during the two established periods; and certain categories (such as agricultural workers, teachers and residents of parts of the Far North) retain adjusted timelines.

Meduza also noted legal experts’ view that the 30-day limit on e-summons “will prevent excessive restrictions on freedom of movement” while preserving the state’s ability to call people up quickly.

All Russian men aged 18–30 owe one year of service. Authorities insist conscripts are not deployed to Ukraine, relying instead on volunteers and mobilized reservists, though rights groups and media have reported pressure on conscripts to sign contracts.

The shift to continuous conscription follows earlier moves that raised the draft age ceiling to 30 in 2023 and built out an electronic registry for summonses.

Apnews reported the Duma’s vote as part of a broader war-time expansion in manpower, while Russian state media and business outlets confirmed the Federation Council’s approval on October 29. If signed, most provisions would take effect on January 1, 2026.

Earlier, it was reported that Russia began drafting men in occupied Mariupol who accepted Russian passports, as part of the shift toward year-round conscription procedures.
