Luxembourg Joins NATO’s $10 Billion PURL Program to Arm Ukraine With US Weapons

Luxembourg has joined the NATO-backed PURL initiative, which is designed to pool allied funding for US-made weapons and deliver them directly to Ukraine, Prime Minister Luc Frieden announced during a joint briefing with NATO Secretary General Mark Rutte, according to Ukrainian outlet Suspilne on September 2.
“This means that together with other countries, which we still have to determine, we will finance a package of already available weapons, largely of American production, which we will provide to Ukraine. And, of course, in the coming weeks we will determine other countries that are ready to do this together with us,” Frieden said.
Each PURL weapons package costs around $500 million, leading Frieden to stress that Luxembourg cannot shoulder the burden alone and will need allied partners to co-finance future purchases for Ukraine.

The PURL mechanism—established jointly by the United States and NATO—streamlines military aid to Ukraine by matching Kyiv’s most urgent battlefield needs with available Western weapons. Under the system, Ukraine compiles a Priority Requirements List, which NATO partners use to either purchase US arms or donate equipment already in their arsenals.
So far, the initiative has delivered $2 billion worth of weapons for Ukraine’s defense. Current contributions include:
The Netherlands—the first to finance a €500 million package;
Denmark, Norway, and Sweden—jointly contributing another $500 million;
Germany—pledging an additional $500 million package.
Altogether, NATO allies hope to channel as much as $10 billion in military aid through PURL, ensuring fast-tracked deliveries of weapons to Ukraine’s frontline.
Earlier, Ukrainian President Volodymyr Zelenskyy announced that seven countries had officially joined Ukraine’s PURL program.
