Dmitry Medvedev, Deputy Chairman of Russia’s Security Council, has claimed that if the European Union proceeds with using Russia’s frozen assets to fund reparations for Ukraine, Moscow could consider this a legitimate reason to declare war, he wrote in a Telegram post on December 4.

“If the crazed European Union tries to steal Russian assets frozen in Belgium by issuing a so-called reparations loan, such actions could be classified under international law as a special kind of casus belli, with all the consequences that would entail for Brussels and individual EU countries,” Medvedev, known for his provocative statements, said.
“And then the return of these funds may take place not through the courts, but through real reparations paid in kind by Russia’s defeated enemies,” he continued.
This latest threat comes after the European Commission has proposed a “Reparations Loan to Ukraine” of about $227 billion, backed by cash balances from immobilized Russian state assets held in the EU.

Under the draft regulation, the limited recourse loan would be repaid only once Ukraine receives war reparations from Russia and would draw on cash generated by sanctions on the Central Bank of Russia’s reserves in the EU.
It would include about $151 billion linked to assets at the Euroclear depository in Belgium, along with additional funds frozen in other member states.
Previously, Dmitry Medvedev said that a spate of drone-related disruptions across Europe should serve as a warning of what war could look like on the continent.
