The head of Ukraine’s parliament, Ruslan Stefanchuk, said Kyiv is ready for substantive peace talks with Russia but set out clear red lines that include no legal recognition of occupied territories and no limits on Ukraine’s defense, speaking at the opening of the parliamentary summit in Sweden, according to Radio Svoboda on November 24. 

Radio Svoboda reported that Stefanchuk, who serves as Chairman of the Verkhovna Rada  of Ukraine, told lawmakers that Kyiv is prepared for “meaningful negotiations” to end the war, including at the level of heads of state, but stressed that there are “red lines” that “no one has the right to cross—neither physically, nor legally, nor morally.”

He said these conditions include “no legal recognition of the Russian occupation of Ukrainian territories, no restrictions on the Defense Forces of Ukraine, and no veto on Ukraine’s right to choose its future allies,” adding that any real peace process must be based on the principle of “nothing about Ukraine without Ukraine, and nothing about Europe without Europe.” 

According to the outlet, all of the red lines Stefanchuk listed were included in a 28-point peace plan recently proposed by the United States as a basis for negotiations to halt the Russian war in Ukraine.

Following talks in Geneva between US and Ukrainian delegations, the White House and the Office of the President of Ukraine said a draft framework peace agreement had been “updated and refined,” without disclosing what changes were made. 

Earlier, it was reported that Ukraine agreed to high-level peace consultations with the United States in Switzerland, led by Andrii Yermak, despite Kyiv’s concerns over US draft calling for swift elections, constitutional neutrality and limits on the Armed Forces.
