Odesa Declares Emergency After Russian Strikes Leave 50,000 Without Power for Days

Authorities in Ukraine’s southern Odesa region have declared a state-level emergency following sustained Russian attacks that severely damaged energy facilities, leaving tens of thousands of residents without power for several days, according to Ukrainian officials on December 17.
Governor Oleh Kiper stated that the decision was made by the regional commission on technogenic and environmental safety and emergencies.

The emergency classification comes after more than 50,000 people in the region experienced extended power outages caused by Russian drone strikes on critical infrastructure.
In response to the energy crisis, the regional authorities have instructed local governments and police to encourage businesses to minimize the use of decorative lighting to conserve electricity.
Additional reserve funds have also been allocated to communities to help replenish fuel supplies for generators at essential facilities such as hospitals, schools, and resilience centers.

On December 17, Russian forces launched two waves of drone attacks targeting civilian infrastructure in Odesa. One of the attacks hit a transportation facility and caused a fire, which was later extinguished.
Despite the ongoing threat, restoration efforts have shown some progress. DTEK, the regional electricity provider, reported that energy crews have managed to restore the technical capability to supply electricity to approximately 583,700 households over the past four days.
Earlier, it was reported that Russian drone strikes in Odesa damaged critical infrastructure, cutting off electricity, heat, and water supplies and injuring multiple civilians.
