According to Reuters, U.S. officials have discussed the possibility of restricting Ukraine’s access to the Starlink satellite internet system if Kyiv refuses to agree to terms on a strategic mineral resources deal.

Starlink, operated by SpaceX, has played a crucial role in supporting Ukraine’s military and civilian infrastructure, providing internet connectivity in war-affected areas.

The issue was reportedly raised during recent negotiations between U.S. and Ukrainian officials after President Volodymyr Zelenskyy declined an initial proposal by U.S. Treasury Secretary Scott Bessent regarding an agreement on Ukraine’s mineral resources.

During a meeting on February 20, U.S. Special Representative for Ukraine Keith Kellogg reiterated that continued access to Starlink could be contingent on Ukraine’s cooperation in mineral resource discussions, Reuters reported.

One participant in the negotiations emphasized that Ukraine considers Starlink essential to its operations, describing it as a “guiding star.” The potential loss of access, the source noted, would be a significant setback for Ukraine.

Starlink has been instrumental in maintaining Ukraine’s communication capabilities, particularly in regions affected by the ongoing war.

The system enables secure and reliable internet access for military personnel, government agencies, and emergency responders. It has also facilitated civilian communications, ensuring connectivity in areas where traditional infrastructure has been compromised.

Earlier, Ukraine’s largest mobile operator, Kyivstar, announced a partnership with Starlink to introduce Direct-to-Cell satellite communication by late 2025. The initiative aims to provide SMS and OTT messaging services initially, followed by voice and data connectivity, ensuring coverage in remote areas and during network disruptions.

Kyivstar’s CEO emphasized the project’s role in the company’s “4G Everywhere” strategy, while Starlink’s satellite-based technology will enable standard 4G smartphones to connect without additional hardware.
