Romania Rules Out Troops in Ukraine but Offers NATO Air Bases for Support

Romania’s Prime Minister, Ilie Bolojan, stated that while Bucharest firmly rules out sending troops into Ukraine, the country is prepared to place its military infrastructure—specifically NATO-operated air bases—at the disposal of allied forces as a contribution to securing a lasting peace in Ukraine, according to Calea Europeana on August 21, 2025.

Bolojan made clear that Romania would not engage militarily on Ukrainian soil: “We will not send troops, we will not commit at all to troop deployments on Ukrainian territory,” he stated unequivocally.

Instead, Romania has proposed a different form of support. Given its NATO membership and the shared operation of several air facilities alongside allied forces, the country offered to permit NATO and US troops to use its military bases.

Bolojan elaborated: “Even today from our airports, aerial patrols are conducted, air policing to monitor activity over the Black Sea, joint military exercises take place—and therefore this could be Romania’s contribution toward providing support for a durable peace in Ukraine: putting our military bases at the disposal of NATO allies.”

Romania’s Ministry of National Defense reaffirmed this stance, describing the nation’s aerial military infrastructure as a strong strategic asset on NATO’s eastern flank for deterrence and defense.

It also stated that Romania remains aligned with allies on security guarantees for Ukraine and will participate fully in any related decisions, in accordance with international treaties and domestic law

Earlier, it was reported that European leaders urged US President Donald Trump to deploy F-35 fighter jets to Romania as part of wider security guarantees for Ukraine. NATO allies see the deployment as a deterrent against a renewed Russian offensive.
