Romania Plans Drone Production With Ukraine, Aiming to Supply Europe’s Defense Sector

Romania plans to launch joint drone production with Ukraine—with an eye on supplying European allies.

According to Digi24 on July 18, Romania’s Defense Ministry is preparing an agreement with Ukraine to co-produce drones based on technologies refined by Ukrainian experts in wartime conditions. Romania would fund the components, while both sides would build the drones together at a future plant, likely in Brașov.

Most of the drones are destined for Romania’s army, but exports to other European countries are also on the table. Ukraine has already secured similar partnerships with Denmark and Norway.

Talks between Romania’s Defense Minister, his Ukrainian counterpart, and Kyiv officials are expected soon. However, production may not start before 2026, pending Romania’s new military budget.

Earlier, Romania’s President-elect Nicușor Dan said his country could offer significant operational support to Western allies for a potential deterrence mission in Ukraine — but should not send troops.

Dan backed the idea of supporting Ukraine’s partners in various ways but rejected the prospect of Romanian forces joining the contingent.

“First, to have a big operational support on Romanian territory, yes. To be part of the armies guaranteeing peace in Ukraine, no. I think it would not be very appropriate because of the tension that already exists between Romania and Russia,” he said.
