Romania Steps Up Support for Ukraine’s Defense with $58 Million PURL Contribution

Romania has joined a US-led initiative to strengthen Ukraine’s defenses, committing $58 million to the Priority Acquisition List for Ukraine’s Defense (PURL), the Romanian Ministry of Foreign Affairs said in a press release on December 30.

The Romanian government approved the contribution as part of the 2025 budget framework, aligning with an effort by the United States and its allies to ensure more equitable burden-sharing in supporting Ukraine’s security.

The PURL mechanism is designed to secure direct and measurable contributions from partner countries toward Ukraine’s defense needs, while creating a coordinated and predictable framework for assistance, the Ministry wrote.

Romanian officials stated that the contribution will help strengthen Ukraine’s military capabilities and support the goal of achieving a sustainable and lasting peace. The program allows for joint allocations through NATO structures and builds on earlier allied initiatives reaffirmed at recent NATO meetings.

Bucharest also framed the move as part of its security commitments. The Ministry noted that Romania has steadily increased defense spending and budget execution rates, while planning to access $19.5 billion through the EU’s SAFE mechanism to modernize its own military capabilities.

Supporting Ukraine against continued Russian aggression, the statement added, is itself a measure to enhance regional and national security.

Previously, Ukraine’s Defense Minister Denys Shmyhal said Ukraine’s partners have made record commitments for defense production and US weapons purchases and set out additional long-term pledges discussed at a meeting of the Ukraine Defense Contact Group, according to the statement on his official Telegram channel.
