Russia's large-scale attack on Ukraine's energy system on December 13 specifically targeted infrastructure critical to cross-border energy operations, aiming to disrupt Ukraine’s export and import capabilities and sever its connection with Europe, according to Yuriy Boyko, an adviser to the Prime Minister and member of Ukrenergo’s supervisory board.

“This attack focused on network infrastructure involved in export-import operations with European neighbors, aiming to minimize imports or disconnect Ukraine’s system from Europe entirely,” Boyko said.

He highlighted that key transmission and power generation facilities were the primary targets of the strikes.

“Damage to critical components occurs despite physical protections, and time is needed for restoration,” he added.

Despite these challenges, Boyko emphasized that significant progress is being made. “Consumers will feel the results of the extraordinary efforts by energy workers very soon,” he stated, highlighting ongoing restoration efforts to stabilize Ukraine’s grid amid continued Russian strikes.
