Russian Foreign Ministry spokeswoman Maria Zakharova said on March 13 that Russia would consider the deployment of foreign armed forces in Ukraine as direct involvement in Russia’s war against Ukraine and would respond with “all means.”

Speaking after the U.S.-Ukraine talks in Saudi Arabia, Zakharova reiterated that Moscow’s position “will not be formed abroad” and suggested that attention should be focused on official statements from Russia.

“Russia’s position is shaped within Russia,” she said, dismissing the idea that agreements reached outside the country could influence Moscow’s stance.

Earlier, Vladimir Putin visited a command post in the Kursk region for the first time since Ukraine launched operations in the area.

During the visit, he stated that Ukrainian prisoners captured there would be treated as terrorists under Russian law. He accused Ukrainian forces of committing “crimes against civilians” and resisting Russian troops, justifying their classification as terrorists.
