Ukraine Strikes Lukoil Refinery 1,500 Km Inside Russia, Knocking Out 86% of Processing Capacity

Russia’s Perm oil refinery has lost more than 80% of its primary crude-processing capacity following recent Ukrainian strikes, according to an analysis of satellite imagery by the Dnipro Osint project on August 25.
The facility, officially known as LUKOIL-Permnefteorgsintez, is one of Russia’s largest oil refineries and is located more than 1,500 kilometers (930 miles) from Ukraine.

Dnipro Osint reported that several of the refinery’s atmospheric-vacuum distillation units, which perform the initial processing of crude oil, are undergoing repairs following the strikes.
Among the most heavily affected is the AVT-5 unit, which has an annual processing capacity of 4.53 million tons of crude. Satellite imagery indicates that its distillation columns sustained critical damage, while analysts also identified previously unreported damage to the unit responsible for electric desalting and dehydration of crude oil.
According to Dnipro Osint, the combination of damage could keep AVT-5 out of operation for an extended period.

Signs of repair work were also detected at the AVT-4 unit, which has an annual capacity of 4.94 million tons. Satellite imagery showed repair cranes operating at the site, which analysts said could indicate that the unit had also sustained damage.
Another repair crane was observed near the AVT-1 unit, capable of processing 1.83 million tons of crude annually. A fire had previously been reported at the unit following an attack.
Overall, Dnipro Osint estimated that approximately 86% of the Perm refinery’s primary crude-processing capacity has been taken offline. The affected capacity amounts to roughly 11.3 million tons of crude oil per year.

LUKOIL-Permnefteorgsintez is one of Russia’s largest refineries, with an annual crude-processing capacity of about 13 million metric tons.
The facility produces gasoline, diesel, aviation fuel, lubricants, and other petroleum products, while also processing associated petroleum gas.
Its output serves Russia’s domestic market and was previously supplied abroad, while Ukrainian strikes have increasingly disrupted the country’s refining industry.
Ukrainian long-range drones targeted an oil refinery in Perm, Russia, on August 21, with footage shared by local residents showing thick black smoke rising from the facility following the reported strike.
Russian authorities issued a drone alert across the region that morning, while Perm airport temporarily suspended operations. Residents also reported hearing explosions and air raid sirens across the city.
