Pro-Russian hackers carried out a cyberattack on a small hydropower plant in Poland’s Pomeranian Voivodeship, near Gdańsk. This is the second time the same facility has been targeted in recent months.

According to CyberDefence24 on August 18, the attackers published video evidence of the intrusion, which showed manipulation of the plant’s control interface.

As in previous incidents, the hackers adjusted operational parameters to their minimum or maximum values, forcing the generator and rotor to stop. Polish analysts noted that the recording from August confirmed active interference in a functioning power facility.

Over the past year, Polish industrial control systems (ICS/OT) responsible for managing water treatment and energy infrastructure have repeatedly been targeted. Reported incidents include:

  • Water treatment station in Szczytno (May 2025)

  • Facilities in Małdyty, Tolkmicko, and Sieraków (April 2025)

  • Wastewater plants in Witków (April 2025) and Kuźnica (October 2024)

  • Public pools and fountains (August 2025)

  • The same hydropower plant in Pomerania (May 2025)

Polish officials have confirmed that cyberattacks on critical infrastructure remain a growing concern. In August, Deputy Prime Minister Krzysztof Gawkowski announced that authorities had prevented an attempted intrusion into the water supply system of a major Polish city.

He stated in an interview with Onet Rano that the attack was stopped “at the last minute,” before it could disrupt water access for residents.

Poland’s Ministry of Digital Affairs and CERT Polska have previously issued warnings about the rising threat to industrial automation systems. In May 2024, CERT Polska released recommendations urging operators of critical infrastructure to strengthen cybersecurity measures in response to what was described as a serious and ongoing risk.

Earlier in August, Polish prosecutors charged six people—three Polish and three Belarusian nationals—with carrying out sabotage on behalf of Russian and Belarusian intelligence services. The group was linked to arson attempts and other subversive acts, part of Moscow and Minsk’s efforts to target Poland for its role as a key hub of aid to Ukraine.
