Russian Strike on Odesa Knocks Out Power, Water, and Heating in Densely Populated District

A Russian attack on Odesa damaged a piece of critical infrastructure, temporarily cutting electricity, water, and heating to parts of one of the city’s densely populated districts, according to Serhii Lysak, head of the Odesa Military Administration, on December 19.
The strike caused disruptions to essential services and damaged residential buildings due to the blast wave. Emergency crews and utility workers were deployed immediately to assess the damage and begin restoration efforts.

“Specialists are already working on recovery,” Lysak said.
Authorities confirmed that one civilian was injured in the attack. The victim sustained moderate injuries and was transported to a medical facility, where they are receiving all necessary care.
“At the site, all required municipal services are working. An assessment of the damage to residential buildings is underway, and information is being collected to provide further assistance to residents,” Lysak wrote.

He also reminded residents that municipal resilience centers—set up to provide warmth, electricity, and basic services during outages—continue to operate around the clock across the city.
Odesa regional governor Oleh Kiper separately confirmed that an energy infrastructure facility was damaged during what he described as another large-scale Russian strike. He added that the blast shattered windows in a five-story residential building and reiterated that one person was injured in the attack.
The latest incident comes amid sustained Russian strikes targeting energy infrastructure in the Odesa region.
Earlier, authorities declared a state-level emergency due to ongoing damage to the power grid caused by Russia’s war of aggression.
