Russia is producing and upgrading the missiles it uses to attack Ukrainian cities—but every missile built is quickly fired, leaving no room for stockpiles, said Vadym Skibitskyi, deputy head of Ukraine’s Main Directorate of Intelligence (HUR) in an interview with Ukrainian media Suspilne on August 13.

He added that Russia’s manufacturing capacity is failing to meet the needs of its war effort.

“Yes, they do have production. But the fact is: whatever they produce, they immediately use,” Skibitskyi said. “We’ve seen this clearly with Kh-101 cruise missiles, with Kalibrs, and with Kinzhal missiles.”

Skibitskyi said Moscow is also trying to develop its own missile navigation system but has yet to make it work reliably.

“What they’re trying to create is not always precise. That’s why cruise missiles hit our civilian homes,” he added.

According to Skibitskyi, the Kremlin’s targets in massive combined strikes remain unchanged:

“First—our air defense systems. Then our aviation, including airfields. Next is the command system of the Armed Forces, all our military units, our logistics, and the defense-industrial complex.”

Earlier, reports emerged that Russia has significantly increased the production of its Iskander ballistic and cruise missiles by acquiring advanced manufacturing equipment from China, Taiwan, and Belarus, bypassing international sanctions through intermediaries.
