Ukraine Allocates $2.7 Million for US Minerals Agreement Consulting Services

Ukraine’s Cabinet of Ministers has allocated $2.7 million (approximately ₴113 million) from the state budget reserve fund for consulting services to prepare a draft agreement on mineral cooperation with the United States, according to Order No. 316 issued on April 8.
According to Censor, the allocated funds are designated for developing Ukraine’s negotiating position, considering the legislative frameworks of both Ukrainian and US jurisdictions. The agreement pertains to the establishment of a Reconstruction Investment Fund.
Of the total amount, the Ministry of Economy is to receive $1.45 million (₴59 million) while the Ministry of Justice is allocated $1.32 million (₴54 million).
Both ministries are mandated to engage professional consultants by April 15.
These consultants are expected to have expertise in public debt management, external borrowing, and experience working with international law firms to assist in the negotiation process.
On March 23, Kyiv received a new draft agreement from the US concerning control over Ukraine’s critical mineral resources and energy assets.
However, the US proposal does not offer Ukraine security guarantees and expands upon previous demands.
Economy Minister Yulia Svyrydenko confirmed receipt of the new draft, stating that the Ukrainian side is reviewing it and aims to reach a consensus with American partners.
A Ukrainian delegation, including deputy ministers from the Ministries of Economy and Justice, is scheduled to visit the United States on April 11-12 for technical consultations with the Trump administration.
On April 8, Czech Prime Minister Petr Fiala’s social media account was hacked, leading to the appearance of several false posts. One such post falsely claimed that Russian forces had attacked Czech military units near the Kaliningrad border.
