Ukraine and NATO Allies Signed the Berlin Declaration. Here’s What This Means
Foreign ministers from the United Kingdom, Spain, Italy, Germany, Poland, France, and Ukraine, along with the European Union's High Representative for Foreign Affairs and Security Policy, convened in Berlin on December 12, culminating in the adoption of the Berlin Declaration.
The declaration reaffirms support for Ukraine's euro-Atlantic integration, including eventual NATO membership, and its path toward European Union accession. It also outlines commitments to increase military, economic, and financial assistance, including mobilizing additional European funds and expediting the G7's $50 billion credit for Ukraine's urgent needs, including military support.
“There can be no negotiations about peace in Ukraine without Ukrainians and without Europeans by their side,” the declaration reads.
“The declaration reiterates that the ultimate goal of international efforts is Ukraine's victory. It emphasizes that peace negotiations must include Ukraine and its European allies to ensure fair representation and outcomes,” Ukraine’s Ministry of Foreign Affairs commented.
The Berlin Declaration underscores the necessity of robust security guarantees for Ukraine and commits to providing long-term military and financial assistance. Ministers also pledged to collaborate with European and transatlantic partners on a security framework rooted in the principles of the UN Charter and OSCE.
“Convinced that peace in Ukraine and security in Europe are inseparable, we are determined to stand united with our European and transatlantic partners to think and act big on European security.”
It highlights the critical connection between Europe's stability and a comprehensive, just, and sustainable peace for Ukraine, built on international law and the full preservation of its sovereignty and territorial integrity.
The Peace Formula is endorsed as a key pathway to achieving these objectives.
Furthermore, the agreement reaffirms Ukraine's right to self-defense and advocates for measures to weaken Russia's military capabilities and reduce its revenue streams, particularly from energy exports.
Previously, it was announced that Ukraine is preparing to hold a meeting in December with a group of international partners to align on strategies for both strengthening its defense and pursuing a diplomatic resolution to the war.
