EU Approves $1.73 Billion for Ukraine Recovery, Funding Energy, Housing and Roads

The governing board of the Ukraine Investment Framework  approved eight recovery programs worth about $1.73 billion, according to NV on March 9.

Deputy Prime Minister for Restoration Oleksii Kuleba wrote on Telegram that about $539 million will fund projects coordinated by his ministry.

That includes approximately $122 million for logistics, road repairs, and road reconstruction under the Solidarity Lanes  project.

Another $142 million will expand the Enerhodim and VidnovyDIM  programs for energy-efficient housing recovery. A further $30.6 million will support the construction and repair of shelters in restored buildings.

The package also includes around $153 million for railway infrastructure and rail links. It provides about $79.2 million as a first tranche for western border checkpoints, and about $11.6 million for current projects.

Kuleba also noted that a separate European Bank for Reconstruction and Development program allocates $116 million for decentralized heat and energy supply. The funding will go directly to cities and businesses.

The EU delegation in Ukraine reported that the framework will also support dual-use technologies and strategic industries for the first time.

Earlier, the European Union transferred $2.5 billion to Ukraine under the sixth tranche of the Ukraine Facility program, continuing regular disbursements designed to support Kyiv’s budget and macrofinancial stability.

The payment forms part of the multi-year Ukraine Facility mechanism, which ties funding to reforms and recovery priorities while helping finance public services and rebuild damaged infrastructure during the war.

EU officials said the Facility is meant to provide predictable support through loans and grants, complementing other assistance packages and encouraging continued progress on governance, rule-of-law, and economic modernization goals.
