On December 3, at NATO Headquarters, Ukrainian Deputy Head of the Office of the President Andriy Sybiha and US Secretary of State Antony Blinken signed a Memorandum of Understanding between the governments of Ukraine and the United States. The agreement focuses on enhancing Ukraine's energy system resilience, according to Ukraine's Ministry of Foreign Affairs.

The Memorandum highlights the potential for US assistance of up to $825 million, aimed at supporting Ukraine in the reconstruction of critical infrastructure, modernization of its energy sector, and implementation of reforms to enhance its long-term resilience.

It establishes a legal and regulatory framework to advance key initiatives such as the development of distributed energy generation, energy sector reforms, and the post-war transition to a low-carbon, competitive economy fully integrated with Europe.

On December 3, speaking ahead of the NATO-Ukraine Council meeting, Ukraine's Foreign Minister Andrii Sybiha emphasized the urgent need for additional air defense systems to protect civilians and infrastructure as Russia continues to target critical energy facilities.
